Guys: Is my boyfriend being cheap?

I've been dating my boyfriend for about a year and we've only been on about 3 nice dates. We see each other once a week and usually he just comes over and I make him dinner and we'll rent a movie, or go to the beach or a walk, something like that. He never makes an effort to plan anything out. About once a month we'll go out to lunch but it's always to a buffet or fast food, when he's feeling fancy it's perkins. I hate that kind of food so I usually just say "let's just eat at home" and so he umes I don't want to go out. Idk what to do. I love my boyfriend so much but I would like to go on an adult date every once and a while (once a month to a decent resteraunt or a movie or geez anything would make me so happy!) He's such a sweet heart and I don't want to hurt his feelings but his cheap tendencies turn me off. Especially because my last bf of 3 years took me on nice dates every week.... I just need a way to ask him to take me on nice dates without sounding whiney or needy or hurting his feelings. And no it's not because he's broke. I know he can afford to take me out.
