That is truly a great question and not one that is easily answered. I believe that disciplining one's intellect begins with being healthy in your mind and body. This begins with eating good food and exercising your body. You also might want to try yoga and/or meditation. Then, I think that you will find that discipline of your intellect will come much easier. For myself, I find that keeping the house quiet, at night, is a big help. That means, of course, turning off the " tube". Good luck!
